WM at the River

DNA Workshop served as the architect for the complete rehabilitation of WM at the River, a two-tower, 12-story senior and disabled living community located along the Halifax River in Daytona Beach, Florida. The $58 million project revitalized 298 affordable housing units, dramatically improving quality of life for residents while restoring dignity to a prominent but long-neglected waterfront property.

Transforming Windsor and Maley Towers

Originally built between 1969 and 1972 as public housing, the Windsor and Maley buildings had become visibly deteriorated—described by many as an eyesore along the bay. In partnership with the Housing Authority of the City of Daytona Beach (HACDB) and Knight Development, DNA Workshop was brought in to lead the architectural design for a comprehensive modernization effort.

Each of the 298 units—comprising efficiency, one-bedroom, and two-bedroom apartments—was fully gutted and reimagined with the needs of an aging population in mind. New kitchens, accessible bathrooms, energy-efficient appliances, flooring, lighting, and doors were installed throughout. Building systems and elevators were upgraded, and storm-resilient design features were incorporated to improve long-term safety and sustainability.

Addressing Aging Infrastructure and Storm Resilience

Beneath the surface of this aging high-rise, DNA Workshop encountered many of the difficult—but often invisible—realities of large-scale rehabilitation. Once demolition began, it revealed rusted-out steel framing, crumbling furring, and water-damaged lath concealed behind decades-old plaster. Mold had developed in certain areas from long-term infiltration, requiring full environmental remediation.

Just as structural issues were being addressed, the site was hit by two hurricanes in two consecutive years—Hurricane Ian followed by Hurricane Milton—each bringing additional water intrusion and delays. While not catastrophic, these storm-related impacts compounded the project’s complexity, testing the team’s ability to adapt quickly and keep progress moving forward.

Despite these setbacks, DNA Workshop’s deep experience with aging infrastructure and occupied renovations allowed the team to coordinate closely with contractors, mitigate emerging issues, and maintain a steady course toward completion.

Reimagining Community Spaces and Resident Experience

Beyond individual units, DNA Workshop redefined the communal experience for residents. Interior gathering spaces were converted into multifunctional areas for leasing, social services, and community programming. New amenities include a library, a computer and art room, fitness areas, and outdoor recreation spaces designed to promote wellness and connection.

The buildings’ exteriors were also re-envisioned. A bright new palette of white, teal, and peacock blue transformed the formerly drab towers into a clean, contemporary fixture along the bay—echoing the vibrant, coastal character of the surrounding city. The site now includes upgraded landscaping, accessible green space, and expansive balconies that allow residents to enjoy fresh air and panoramic marina views.

Affordable Housing that Inspires

Throughout the renovation, residents were relocated in carefully planned shifts to minimize disruption. The majority have now returned to find a dramatically improved living environment—one that’s safer, more beautiful, and better equipped to support aging in place.

This transformation restored the dignity of a vital senior housing community, contributing to broader neighborhood revitalization efforts in Daytona Beach. The modernized towers have shifted community perception and positioned WM at the River as a benchmark for quality, affordable senior living.
